Homer doesn't choke Bart anymore because the show's creators and writers have made a conscious effort to move away from using physical violence as a source of humor. The portrayal of Homer choking Bart was seen as promoting negative behavior and setting a bad example for viewers, so the show has shifted towards more positive and family-friendly humor. Additionally, the change reflects a broader societal shift towards promoting non-violent conflict resolution and positive parenting techniques. **
